The system has been plagued with high rates, low profitability and a lack of consensus (political, industrial and public) around what changes can and should be made. A report commissioned by the Liberal Government revealed that, in 2016, Ontario had the costliest auto insurance premiums in the country, despite boasting some of the lowest numbers of accidents and fatalities.
